Multi-Source Recruitment and Selection Process On August 1, 2004, changes to Minnesota Statutes 43A went into effect that include changes to the State of Minnesota’s hiring process. The changes to M.S. 43A are part of the final phase of re-engineering the state's hiring process, which began in 1995 and has evolved into the Multi-Source Recruitment and Selection Process (a resume-based, skill matching process). This process was developed with the goal of retaining quality and merit principles, which promote fairness and open competition, in hiring. Using the Multi-Source Recruitment and Selection Process, state agencies, including the Department of Corrections, announce vacancies with position-specific qualifications on the State Employment Website and may accept and evaluate resumes from multiple recruitment sources. All unlimited, classified (permanent) positions that are not filled via the internal posting and bidding process must be announced on the State Employment Website for a minimum of 24 hours. The 24-hour posting period provides sufficient notice to current state employees who are facing layoff and may be eligible to claim a vacancy. Web postings are automatically removed from the State Employment Website at 11:59 p.m. on the closing date. After the posting period, the qualifications of candidates who apply directly to a position are reviewed, and a resume search of the Resumix applicant database is conducted, in order to locate additional candidates for the position. The resume search is conducted by searching the database for resumes with skill terms that relate to the vacancy. Information that is provided on resumes is then reviewed in comparison to the minimum qualifications that are posted for the position. If an applicant appears to be minimally qualified for a vacant position, their resume is referred to the hiring manager/supervisor for further consideration and assessment. There is no limit to the number of candidates that may be referred to a hiring manager/supervisor. Applicants may submit their resume to the Resumix applicant database at any time. It is important to submit a resume that is comprehensive because skill terms are extracted from your resume when it is submitted to the database, and resume search processes involve searching the database for resumes with job-related skills. To ensure consideration for a particular vacancy, it is recommended that you apply to the vacancy after submitting your resume and during the posting period on the State Employment Website.
