Children's Residential Facilities Licensing Information

The Department of Human Services and the Department of Corrections were directed to jointly, with a stakeholder Advisory Committee, develop and promulgate consistent secure and non-secure "licensing" and "program" standards that would enable juvenile facilities to provide appropriate services to juveniles with single or multiple problems who were in out-of-home placement programs.  As a result the "Umbrella Rule, Chapter 2960" was officially promulgated in 2004.
